From January to September 2026, the general fund of Ukraine’s local budgets received UAH 441.3 billion—an increase of UAH 67.2 billion compared to the same period last year. This represents a growth of 18%.
Personal income tax remained the primary source of local budget revenue, bringing in UAH 257.8 billion. Significant contributions also came from the single tax (UAH 62.2 billion), land fees (UAH 37.7 billion), and excise tax (UAH 31.3 billion).
The highest revenue growth rates were recorded in the Volyn (26.9%), Zakarpattia (25.7%), Lviv (24.8%), and Kyiv (24.2%) regions.
Factors contributing to this positive trend include the relocation of enterprises and internally displaced persons to these regions, as well as the adaptation of businesses and local self-government bodies.
Revenue growth strengthens the financial capacity of communities, enabling them to continue funding priority needs, such as maintaining local infrastructure and ensuring the operation of municipal services.
