Testing of the electronic consignment note system begins in Ukraine

On November 3, 2025, applications from companies-operators of electronic document flow (EDO) for testing the Electronic Consignment Note System (e-TTN) will begin. This was reported by the press service of the Ministry of Development of Communities, Territories and Infrastructure.The purpose of the testing stage is to ensure that EDO operators are connected to the system so that they can provide businesses with services for creating and using electronic TTNs.

 

Starting in December 2025, businesses will be able to use e-TTNs from operators who will be connected to the System.A roadmap for the implementation of e-TTNs has been developed for the implementation of the project. The State Enterprise "Industrial Center for Digitalization and Cybersecurity" has been designated as the technical administrator of the System.The Ministry, together with Ukrtransbezpeka and the technical administrator, is synchronizing information systems so that inspectors can check electronic TTNs in December without the need for paper copies. The electronic invoice will have the same legal force as the paper one, which will allow businesses to fully switch to a digital format without duplicating documents.By May 2026, it is planned to introduce the ability to create TTN adjustment acts in the system and complete the basic modernization of the platform. The use of special e-TTN forms is planned to be implemented by the end of 2026.After the upgrade is completed, the system will be able to process at least 1 million transactions per day with the ability to scale according to business needs.In parallel, the Ministry of Development, together with business and people's deputies, is preparing legislative amendments to regulate the mandatory use of e-TTN. It is planned to determine the terms of the mandatory transition to electronic invoices and the conditions of the transition period by the end of 2026.
