A pilot project for municipal rental housing is launched in Ukraine: how it will work

The Cabinet of Ministers of Ukraine is launching an experimental initiative to create a municipal rental housing fund. As Prime Minister Denys Shmyhal announced during a government meeting, it is about building affordable housing for socially vulnerable categories of the population at the expense of local budgets and with the support of international partners.The construction will be carried out by local governments using standard design solutions, which will make it cheaper and faster to implement.

Who will be able to apply for housing:

veterans,

families of deceased,

military personnel,

internally displaced persons,

orphans,

education, medical and communal workers.

According to Shmyhal, housing must meet clearly defined standards: the minimum area is at least 40 m² per family of two. The apartments will be furnished, equipped with household appliances and fully ready for occupancy. The rental model provides for a preferential price, which will be calculated according to a special formula taking into account the economic situation in the region. The approximate cost of renting a one-room apartment will be about 6 thousand hryvnias per month, which is significantly lower than the market price.The initiative will be financed from local budgets, international loan and grant programs. Within the framework of the HOPE project, as well as with the support of the World Bank, the government has already allocated 540 million hryvnias for the restoration of apartment buildings in front-line and deoccupied communities - in particular, in Zaporizhia, Mykolaiv, Izyum, Bucha and Makarov. These funds should cover the repair of about 200 residential buildings damaged as a result of hostilities.
