On October 22, 2026, seven documents concerning potential cooperation—with a total value of nearly €300 million—were signed during the Ukrainian-Finnish Business Forum in Kyiv. These agreements open up new opportunities for the development of Ukrainian businesses, the attraction of investment, and the implementation of modern technologies.
Key areas of cooperation include industry, defense technologies, energy, transport, and residential construction.
Ukrainian and Finnish companies are exploring the establishment of joint production facilities, particularly in the field of unmanned technologies. Furthermore, the parties intend to foster industrial cooperation and strengthen business ties between enterprises in both countries.
Support for transport infrastructure is a significant component of these agreements. Finland will provide 10 diesel locomotives, along with spare parts, to Ukrzaliznycja (Ukrainian Railways) free of charge. This will help sustain rail transport operations and bolster Ukraine’s logistics capabilities.
Special attention was devoted to energy security, the protection of critical infrastructure, and the development of industrial-scale residential construction. The parties also discussed the potential use of Ukrainian gas storage facilities to build up strategic gas reserves for Europe.
The development of the Ukrainian-Finnish partnership creates new prospects for the Ukrainian economy. Joint projects can facilitate the modernization of production, the integration of foreign expertise, the forging of new business connections, and the expansion of the presence of Ukrainian companies in European markets. At the same time, the total stated value of potential cooperation under the signed documents is nearly €300 million, rather than the amount of investments already made.
