According to experts, more than 200 thousand tons of scrap metal have accumulated in Ukrzaliznytsia’s warehouses, which are not being sold, creating a shortage on the market and affecting the entire metallurgical industry of the country. This is a delay in raw materials that could be sold through transparent auctions on the Prozorro platform, but this has not been happening for over a year and a half.This scrap is not just taking up space in warehouses — it could bring real income to Ukrzaliznytsia, which would help cover its costs and maintain financial stability. Instead, its absence on the market forces metallurgical enterprises to pay much more for raw materials, which increases the cost of production and reduces its competitiveness. At the same time, the shortage of scrap causes a reduction in production at metallurgical plants.This has several consequences for the Ukrainian economy: foreign exchange earnings are decreasing, tax contributions to the budget are decreasing, and it is becoming more difficult for businesses to operate under such high costs. Plus, in a war situation, every hryvnia is important, and unsold scrap is another under-received resource that could support the economy.The key is that Ukrzaliznytsia has every opportunity to sell this scrap through the Prozorro system, which could not only support business but also help the state obtain important funds. However, due to inefficiency in managing these assets, a huge problem arises for the industry and the economy as a whole.
