In Ukraine, it was allowed to sell over-the-counter medicines at licensed gas stations

Based on the relevant license, retail trade is allowed in gas station premises only in medicines that are dispensed without a prescription. It is not necessary to create a pharmacy or its structural unit. Dispensing can be carried out by gas station employees. A number of mandatory requirements have been established for trade. The gas station must comply with the storage conditions of medicines specified by the manufacturer.

 

It is necessary to ensure the processes of obtaining medicines and conducting incoming control by an authorized person with higher education not lower than the initial level in the specialty "Pharmacy, industrial pharmacy". Minister of Health Viktor Lyashko explained the need for changes. The decision allows making basic medicines more accessible to people - primarily in conditions of power outages, in rural communities, remote areas and at night, when the pharmacy network is often unavailable. These are exclusively non-prescription drugs that people can use independently, and provided that the gas station obtains the appropriate license.

To start sales, business entities will submit documents to the State Medical Service for obtaining a license in a special form adapted to this format of trade. Before issuing, the service will check compliance with the established requirements. In particular, regarding storage conditions, material and technical base and the presence of an authorized specialist. The government also decided on the mandatory sale in pharmacies of state and municipal medical institutions of medicines with the three lowest prices from the National Price Catalog.

This approach makes it impossible to offer drugs with a higher price category and guarantees patients access to the most economically beneficial drugs. In the event of replacing more expensive drugs with cheaper analogues, the average bill for Ukrainians for medicines may decrease by approximately 38%. The Cabinet of Ministers also updated the requirements for pharmacy specialists and regulated the issue of marketing services in the field of circulation of medicines. The decisions taken are part of a plan to reduce and stabilize drug prices, approved by the National Security and Defense Council in February 2025.
