Ukraine has reached 84% implementation of the Association Agreement with the EU

On March 16, the Government Office for the Coordination of European and Euro-Atlantic Integration published the Report on the Implementation of the Association Agreement between Ukraine and the European Union for 2025. The document reflects Ukraine's progress in implementing reforms and approximating legislation to EU standards.
As noted, in 2025, Ukraine continued to actively work on the implementation of the provisions of the Association Agreement between Ukraine and the EU, including the Deep and Comprehensive Free Trade Area (DCFTA).
According to the results of 2025, the overall progress in the implementation of the Agreement increased from 81% in 2024 to 84% in 2025, i.e. by 3 percentage points.
The report states that the overall progress in implementing the Association Agreement for 2014-2025 by the main implementers is:
Cabinet of Ministers of Ukraine - 81% of measures implemented;
Verkhovna Rada of Ukraine - 74% of measures implemented;
Other state authorities - 68% of measures implemented.
In 2025, the greatest progress in implementing the obligations stipulated by the Association Agreement was achieved in the following areas:
Financial sector - annual growth of 8%, overall progress of 82%;
Social policy and labor relations - annual growth of 7%, overall progress of 87%;
Customs issues - annual growth of 5%, overall progress of 96%;
Agriculture - annual growth of 5%, overall progress of 79%.
At the same time, the highest level of implementation of obligations was recorded in the following areas:
Statistics and information exchange - 100%;
Education, training and youth – 99%;
Intellectual property – 98%.
